2018 MEPI Leaders for Democracy Fellowship (LDF) Program

The Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) is pleased to announce the 2018 Middle East Partnership Initiative (MEPI) Leaders for Democracy Fellowship (LDF) program. Since 2007, the program has provided early and mid-career professionals from the Middle East and North Africa (MENA) region with the opportunity to complete training in leadership, civic engagement, participatory governance, conflict transformation, and effective communication. Fellows spend three months in the United States (for high-proficiency English speakers) or Lebanon (for high-proficiency Arabic speakers) to gain academic skills and practical experience as well as networking opportunities with like-minded peers and professionals. To apply to the program, please visit the following link: https://wl.force.com/LDF.

برنامج زمالة رواد الديموقراطية للعام 2018

يوفر برنامج زمالة رواد الديموقراطية منذ سنة 2007 للمهنيين المبتدئين والذين لديم بعض الخبرة من منطقة الشرق الأوسط وشمال افريقيا فرص تدريب في مجال الحكم التشاركي وحل النزاعات والحراك السياسي والتواصل الإجتماعي. ويقضي الرواد المدنيون الناشئون الذين يجيدون اللغة العربية  ثلاثة أشهر في لبنان، في حين يذهب أولئك متقني اللغة الإنجليزية إلى الولايات المتحدة الأمريكية. ويكتسب المشاركون الخبرة الأكاديمية والعملية، ويتواصلون مع مهنيين وأقرانهم ممن يشاركوهم هذه الإهتمامات

ويحظى المشاركون في البرنامج القائم في الولايات المتحدة بفرص تدريب في منظمات غير حكومية تعنى بأمور اقتصادية، اجتماعية وسياسية. ويعطي هذا المنهاج، الذي يجمع بين التعليم النظري والعملي المشاركين رؤية نظرية وخبرة عملية في مجال الحكامة والتعددية اللذان يعتبران من أهم الركائز التي ستمكنهم من النهوض بالمبادرات التي تفيد منطقة الشرق الأوسط وشمال افريقيا.

ويحضر المشاركون في البرنامج القائم في الشرق الأوسط  برنامجا مدته أربعة أسابيع في الجامعة الأمريكية في بيروت قبل أن يتم تعيينهم لمدة ثمانية أسابيع في منظمات مضيفة تعمل في مجالات تناسب أهدافهم المهنية والعملية.

تبحث المبادرة عن مرشحين ذوي مهارات شخصية عالية، وقدرات قيادية فعالة، واستعداد للتواصل مع الاخرين، والعمل في أجواء متعددة الثقافات والالتزام  بالبرنامج وأنشطته . ولتعزيز استدامة البرنامج ولخلق نتائج مضاعفة، يقوم المشاركون بإنشاء وتنفيذ مشاريع تناسب مجتمعاتهم المحلية. ويتم تصميم خطط عمل لهذه المشاريع ووضعها في صيغتها النهائية خلال البرنامج.

يتم مراجعة الطلبات بناء على معايير محددة من بينها:

 إلتزام المشاركين القوي بإحداث تغيير إيجابي في مجتمعاتهم.
الرغبة في العمل مع مجموعة متنوعة من أقرانهم بغض النظر عن جنسيتهم، وعرقهم، ودينهم، وآرائهم السياسية ووضعهم الاجتماعي والاقتصادي.
الاهتمام بالمشاركة في البرنامج وتبادل الخبرات مع الآخرين.
الالتزام بتنفيذ مشروع موالي للبرنامج.

وتهدف المبادرة إلى جذب عدد متساوي بين الذكور والإناث من خلفيات اجتماعية متنوعة. وتتكلف وزارة الخارجية الأميركية بدفع كل نفقات البرنامج.

المؤهلات:
  •  إجادة اللغة الإنجليزية (تحدثا وكتابة) للمشاركة في البرنامج القائم في الولايات المتحدة.
    • إجادة اللغة العربية للمشاركة في البرنامج القائم في الشرق الأوسط وشمال افريقيا حيث يضطر المشاركون إلى إجادة النقاش العلمي عن القضايا السياسية والعالمية باللغة العربية مع الخبراء وأقرانهم.
    • أن يتراوح عمرالمشاركين ما بين 25 و 35 سنة، وأن يكونوا حائزين على شهادة البكالوريوس على الأقل.
    • أن يكون لديهم ما لا يقل عن خمس سنوات من الخبرة المهنية، وأن يكونوا قادرين وملتزمين بتطبيق الخبرة التي سيكتسبوها خلال البرنامج في وضع وتنفيذ مشروع من شأنه أن يعود بالفائدة على منظمة أو مجتمع معين و/أو قطاع معين في بلدهم.

في اطار الاستعداد لتنظيم الانتخابات التي ستشهدها ليبيا خلال هذا العام 2018م

و الحاقا الى الاعلان السابق بالخصوص،  وحرصا و اهتماما من سفارة ليبيا في واشنطن لتقديم الخدمات و التوعية لتمكين المواطنين الليبين المقيمين بالولايات المتحدة   من التسجيل بسجل الناخبين

 وفي هذا السياق شرعت السفارة خلال هذا الأسبوع الأول من شهر يناير 2018م، في توزيع مختلف المواد الانتخابية ونشرات التوعية التوضيحية و الخطوات و الاجراءات الخاصة المتبعة  للتسجيل في الموقع الانتخابي الالكتروني، بعد ان استلمتها من المفوضية الوطنية العليا للانتخابات على الجالية الليبية المقيمة في كل من ولاية: كولارادو، نيويورك، تكساس، كاليفورنيا، كخطوة أولي وسيجرى العمل تباعاٌ على توزيع المواد الأنتخابية في بقية الولايات الأخرى حال وصول كمية اخرى من المطويات للسفارة.

The Central Bank of Libya (CBL) denied Saturday issuing a decision to withdraw any bank notes, after rumors spread through some media in this regard. The Libyan News Agency in Tripoli quoted a media source from the CBL as saying that the statement circulated on the social networking pages is false. Earlier, an alleged statement by the CBL stormed the internet claiming that the 6th issue of the 5 and 10 dinar banknotes would be withdrawn from circulation within 2 months. Observers indicated that the rumors were likely to be spread by some black market speculators in order to undermine confidence in the Libyan dinar for temporary gains.

The United Nations Children's Fund (UNICEF) announced that it had provided psychosocial support to a number of children in southern Libya in cooperation with Sheikh Taher Al-Zawi Charitable Foundation. On its Facebook page, the UNICEF explained that 38 children in Sabha and Ubari had the opportunity to receive psychosocial support in their schools for the first time, noting that this was with the support of the United Nations CERF to ensure that children throughout Libya are able to play and learn, in other words "to be children" as described by the UNICEF.

The High National Elections Commission (HNEC) revealed Sunday that the number of registered persons in the electoral roll has exceeded 2 million voters. Through its website, the HNEC explained that the total number reached 2.355.818 registered voters in the constituencies in Libya, including 846,527 new registrants after the updating of the electoral register, while there are 1,676 registered voters abroad. The head of the HNEC, Imad Sayeh, announced the extension of the voter registration process until February 15 in order to give further opportunity to anyone who wishes to participate in the elections; whereas the process of the voter registration abroad was initiated on February 06.

The Foreign Ministry in Tripoli has reopened its office in Sirte.  In a press statement Saturday, the Director of the Information Office of the Ministry, Ahmed Al-Arbad, said that the branch of the ministry resumed its work at its new headquarters at the Administrative Complex in Sirte, pointing out that the office will provide its services to the residents of the city and the surrounding areas. He added that the step will contribute in reducing the time and effort of carrying out the transactions, indicating that the opening of the new branch comes in the framework of the ministry’s new strategy, which aims to provide consular services at home and abroad. Al-Arbad announced earlier that the Ministry intends to open other branches in several other districts in Libya.

The International Organization for Migration (IOM) has distributed aid to some 3900 internally displaced persons in Libya over the past 2 months. The IOM clarified Friday through its account on Twitter that the aid included food and hygiene kits, which was distributed to the refugees and displaced persons located in different parts of Libya. According to the latest statistics published by the IOM last month, the number of displaced persons inside Libya amounted to more than 180,000 people.

One million women have registered to vote: HNEC

 

HNEC has reported that one million Libya women have now registered for the planned 2018 elections (HNEC).

London, 13 February 2018:

Libya’s High National Elections Commission (HNEC) announced yesterday that one million women have now registered on the election register.

There had been a total of 863,660 new registrations up to yesterday and since registration opened on 6 December 2017. When added to those registered in the previous General National Congress, Constitutional Drafting Authority and House of Representatives elections, the grand total is: 2,372,951.

HNEC reported that 2,049 had registered overseas using the online registration system: www.voteabroad.ly

It will be recalled that there are plans for elections to be held in Libya this year, but no election date has been announced yet.

UNSMIL head Ghasan Salame has stated that an election law would need to be passed by the legislature, the House of Representatives – in consultation with the High State Council, as prescribed by the Skhirat Libyan Political Agreement.

The election law would decide the exact formula that would be used this time round. In the 2012 General National Congress (GNC) elections, 80 seats were contested by party candidates while the balance of 120 of the total of 200 – were contested by independent candidates.

In the 2014 House of Representatives elections all 200 seats were contested as independents. There was a general perception that political parties were divisive during the reign of the GNC and had led to polarized politics.

Critics in Libya, on the other hand, feel that using independent candidates can either confuse or allow candidates to hide their true political allegiances from voters. They believe that party candidates can be held more accountable

Libya Third Startups Expo kicks off March 10

Libya's Enterprises Organization is going to open the Third Startups Exhibition on March 10 and 11 in the aim of creating a competitive environment and thus trigger more ideas and innovations to help develop various fields in Libya.

In a press conference held at Radisson Blu in Tripoli on Saturday, the organization said the expo aims to help creative youths and link them to businesspersons and investors.

"We want the exhibition to be the linking point between the thinker and the funder." It added.

The member of the organization Halima Al-Gharari told Libyan News Agency that the exhibition will be held in Radisson Blu and will be open in morning and evening shifts to present 30 startups and 10 creative ideas.

"There will be a celebration by giving Nader Prize for Creative Work for entrepreneurs, besides another award for the best creative thought on March 14." She added.

On the occasion of the submission by a number of ambassadors recently of their credentials, The White House organized on Thursday, February 15th, 2018, a working luncheon in the honor of a group of new ambassadors in Washington D.C., attended by the ambassador of Libya to the United States, Ms. Wafa Bughaighis, in acceptance of the kind invitation extended to her.

During the meeting, a number of matters pertaining to the development of relations of cooperation between the two countries, serving their mutual interests, were discussed.

United States and Libya Sign Cultural Property Protection Agreement

Under Secretary of State for Public Diplomacy and Public Affairs I. Steven Goldstein and Libyan Ministry of Foreign Affairs Under Secretary for Political Affairs Lutfi Almughrabi will sign a landmark bilateral Memorandum of Understanding on cultural property protection on February 23, 2018 at 2:00 p.m. at the U.S. Department of State.

Libya wins legal case against Brazilian companies seeking compensation

The Libyan state has won an international legal case against two Brazilian companies demanding compensation for the alleged damage caused to them due to suspension of construction projects in 2011.

Libya’s Audit Bureau said it coordinated with the country’s Department of State Affairs in winning the arbitration dispute before the International Chamber of Commerce in Paris, which rejected the case filed against Libya by the Libyan-Brazilian company and the Brazilian company Odebrecht.

The Audit Bureau said in a statement on Thursday that the two companies demanded payment of LYD 129 million dinars in compensation and that a full report on the case was submitted since 2015.

The Audit Bureau valued the efforts of the State Department and the Follow-up Committee, calling for continued coordination between the judicial, supervisory and executive institutions to cut off the roads to those exploiting Libya's circumstances to seize their funds, according to the statement.

It is worth noting that the Audit Bureau had previously suspended the disbursement of compensation procedures and addressed management issues rejecting the settlement with the two companies, and then appealed the case
